INETL, I.P. Conducts Crime Statistics Training to Harmonize Data According to International Standards

Díli, Monday, July 2026 — The National Institute of Statistics of Timor-Leste, Public Institute (INETL, I.P.), through the Directorate of Demographic and Social Statistics (DEDS), conducted an intensive training on crime statistics for focal points and technicians from line ministries. The training was held at REHA-INETL Hall for five days, from 20 to 24 July 2026.

The training was organized based on the results of the Crime Statistics Assessment, which showed a strong need to strengthen technical capacity in the collection, management, analysis, and reporting of data according to international standards, especially the International Classification of Crimes for Statistical Purposes (ICCS).

The objectives of this training are: 1) Strengthen the capacity of focal points and technicians on crime statistics; 2) Demonstrate standard methodologies for collection, tabulation, validation, and data analysis; 3) Present mapping between the Timor-Leste Penal Code and ICCS; 4) Strengthen data coordination and standardization; and 5) Support the preparation of National Crime Statistics reports aligned with the Sustainable Development Goals (SDGs), particularly SDGs 5, 11, 15, and 16.

Following a brief introduction by the Director of DEDS, Mr. Eduardo Martinho Ximenes, the five-day agenda was divided into two parts. On the first and second days, participants learned about basic statistics. On the third to fifth days, the focus shifted to crime statistics and consultation and discussion on the articles of the Criminal Code of Timor-Leste to align with the ICCS. He also reported that INETL, I.P. publishes crime statistics data every year.

Meanwhile, INETL President, I.P., Mr. Elias dos Santos Ferreira, expressed his appreciation to institutions such as the Criminal Investigation Services (SIC) PNTL, the Court of Appeal, the Ministry of Justice, the Scientific Police Criminal Investigation (PCIC), the Anti-Corruption Commission (CAC), and the Public Prosecutor’s Office. He noted that, compared to other line ministries, these institutions consistently provide crime statistics data on time and according to the established calendar.

The data that INETL, I.P. receives from these line ministries will be compiled and published as official statistical data on the INETL website, so that entities in need can use it for their services.

The INETL President, also underlined the importance of standardizing this data in light of Timor-Leste’s accession to ASEAN. “We have joined ASEAN, and ASEAN requires us to share the data we have with them so that they can publish it on the ASEAN Portal,” said Mr. Elias dos Santos Ferreira.

To ensure this, INETL technicians, will provide a table during the training so that participants can submit data according to the information requested and in line with international standards.
