INETL President,I.P, Opening of Timor-Leste Household Consumption Research Training 2026

Dili, 23 March 2026 – President of the National Institute of Statistics of Timor-Leste, Public Institute (INETL, I.P.), Mr. Elias dos Santos Ferreira, officially opened the Timor-Leste Household Consumption Survey (HCS) 2026 training at INETL, I.P., at the REHA Conference Hall, Caicoli, Dili.

On this first occasion, the Interim Director of the Economic Statistics Directorate, Ms. Nani Rolanda Paula C. Costa, presented a brief technical report on the Timor-Leste Household Consumption Survey (HCS) 2026. The Timor-Leste Household Consumption Survey 2026 (HCS) is the first survey conducted in Timor-Leste. It will be a routine activity within INETL, I.P., and will be conducted every quarter in the future.

This research is conducted by INETL, in collaboration with the Ministry of Finance, and receives technical assistance from the Australian Bureau of Statistics (ABS).

The main reason for conducting the Timor-Leste Household Consumption Survey 2026 is that, based on Timor-Leste’s Annual Gross Domestic Product (GDP) Report, it is one of the key measures used by state institutions—particularly the Government—to monitor and evaluate national development policies.

The objectives of the HCS are as follows: GDP estimates (annual and quarterly), updates to the CPI (Consumer Price Index), agricultural data, informal sector information, social indicators, and trend analysis, to measure the level, structure, and change in household consumption patterns in Timor-Leste.

For this study, 21 enumerators, 7 supervisors, and 7 drivers, including 7 INETL technicians, were recruited. Of the 21 enumerators, 9 are female and 12 are male. The recruitment process is based on relevant academic knowledge and work experience criteria: 42.9% have experience in data collection at INETL, 28.6% come from other public and private sectors, and 28.6% are new to research.

The total HCS sample is 2,840 households, divided into 710 households per quarter. The sample will cover 13 municipalities, including Dili. For implementation, the 28 people will be divided into 7 teams, and each team will conduct interviews in 3 municipalities, for a total of 110 households per team per quarter.

In his speech, INETL President, I.P., Mr. Elias dos Santos Ferreira, informed the participants that training for supervisors and enumerators will be held for one week at the INETL Hall. He also stressed that supervisors and enumerators must respect the scheduled hours and follow the training provided by qualified Timorese trainers at INETL. He asked participants that if any point is unclear during the training, they must ask questions so that the technicians can explain and clarify further, to ensure the production of high-quality data for INETL and the Ministry of Finance.
